Scott grew up in suburban Philadelphia. He graduated from LaSalle University where he was on the Dean’s List and also attended Cambridge University in England. In 1991, Scott graduated from the Brigham Young University Law School where he was an editor of the Brigham University Law Review. Scott then worked seven years as an attorney, the first five years in private practice and the remaining two years as a Philadelphia Assistant City Solicitor specializing in municipal finance.
